Risk of Cancellation of the Interserrana Highway

The governor of Nuevo León, Samuel García, and the Mobility Secretary, Hernán Villarreal, are considering the possibility of not completing the construction of the Interserrana Highway. In the current Fiscal Package, around 14 billion pesos are allocated for public works, a considerably lower figure than the 33 billion that were planned before negotiations with the PRI-PAN.

In the Palacio de Cantera, they assert that the project is financially unfeasible with local resources, which poses a significant challenge. Despite the approval of the 2025 Budget, the flagship works of the Government of Nuevo León are at risk due to the relationship between cost and execution time.

In the words of those involved, "He told us to choose a road that will depend on the governors... so of course Nuevo León requested the Interserrana because this road is the most important regionally speaking." As a strategy, they will focus on completing Lines 4 and 6 of the metro, to which they will allocate 57% of the 14 billion budgeted.

For the Interserrana Highway, no funds have been allocated from the budget of 1.617 billion necessary for its completion. Currently, Section 3 in Galeana is close to completion, while Section 1 has minimal progress (less than 20%) and Section 2 in the Sierra de Rayones has not even started.

According to sources close to the budget, the execution of this project is complicated, mainly due to Section 2, which includes 43 bridges, six tunnels, two tourist stops, and the longest section (38 km) with 0% progress. Additionally, it was revealed that mistakes were made by the state government in calculations with industry leaders, initially proposing it as a toll road, an idea that was ultimately discarded as it turned out to be an unviable project for private investment.

These problems are also related to a visit from the governor to President Claudia Sheinbaum last year, during which he expressed the difficulties of the project and requested resources for its continuation.
