Launch of Universal Citizen Income Program in Mexico City

The Head of Government, Clara Brugada Molina, led the delivery of the Universal Citizen Income Program (ICU), which provides support of 2,000 pesos bimonthly to 77,000 people aged 57 to 59 for the year 2025, with plans to achieve universal coverage in this age group.

"This program, Universal Citizen Income, is for people aged 57 to 59; they are not elderly adults, but they are at an age where there are already problems with employment, because people of this age are no longer hired and health problems start to arise," Brugada explained.

In the capital's Zócalo, in the presence of 21,000 beneficiaries, the capital's leader highlighted that the ICU program is unique in Mexico and guarantees the right to a minimum vital resource for the population, a right already existing in the Political Constitution of Mexico City since 2017.

It was mentioned that this action is part of a network of universal social protection, which started with the senior citizens pension created by former president Andrés Manuel López Obrador and continued by President Claudia Sheinbaum Pardo with the Women's Welfare pension for ages 60 to 64, expanded in Mexico City to include men in this age range, establishing a universal pension starting at age 60.

Brugada emphasized the return of citizens' taxes in works, actions, services, and social programs such as the Universal Citizen Income program. She committed to building more Cablebus lines, free spaces and activities for city residents, and to launching the Public Care System to eliminate barriers that have historically hindered women from engaging in caregiving.

The Secretary of Welfare and Social Equality, Araceli Damián González, pointed out that this is the second delivery of the ICU program and the first for the year 2025, benefiting more than 40,000 people in the first distribution, with a total of 77,000 beneficiaries by the end of the year.

José Alfonso Suárez del Real y Aguilera, political advisor of the Coordination of Social Communication of the Presidency of Mexico, representing the Government of Mexico, praised the progress of the Fourth Transformation alongside the Head of Government. Members of the capital's cabinet, mayors, and legislators were also present at the event.
