Mondays not only mark the beginning of the week but also the start of the Hoy no Circula program restrictions. For January 27, the circulation of vehicles with yellow stickers whose license plates end in 5 or 6 is restricted. These restrictions apply from 5:00 AM to 10:00 PM in all boroughs of Mexico City and in some municipalities of the State of Mexico. Drivers with holograms 0 or 00 are exempt from these limitations and can circulate without restrictions.
In case of non-compliance with Hoy no Circula, drivers may face a fine of up to 30 times the Unit of Measurement and Update (UMA), which is equivalent to about three thousand 257 pesos. In addition to the fine, the vehicle will be sent to the impound lot, with an additional cost for recovery ranging from 919 to 1,833 pesos, depending on certain factors.
The Hoy no Circula program covers all boroughs of Mexico City, such as Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, among others. In the State of Mexico, it only applies in certain municipalities like Atizapán, Coacalco, Cuautitlán, among others.
For vehicles with hologram 1, the restrictions vary according to the last number of the plate. Those plates ending in even numbers have circulation restrictions on the second and fourth Saturday of each month, while those ending in odd numbers have restrictions on the first and third Saturday. In both cases, the restriction is from 5:00 AM to 10:00 PM.
Foreign vehicles with foreign plates are prohibited from circulating on Saturdays from 5:00 AM to 10:00 PM and from Monday to Friday from 5:00 AM to 11:00 AM. Additionally, the last number of the plate determines the day they must completely stop their movement during the week.
There are exceptions to the Hoy no Circula program, such as agricultural tractors, construction machinery, motorcycles, electric vehicles, emergency vehicles, school transport, among other specific cases that are exempt from the restrictions.
