The Hoy No Circula program is a permanent measure in Mexico City and in some municipalities of the State of Mexico belonging to the Metropolitan Area of the Valley of Mexico (ZMVM). Today it applies to vehicles with green stickers and license plates ending in the numbers 1 or 2. These vehicles are prohibited from circulating from 05:00 to 22:00 hours. Those who violate this regulation will face a fine ranging from two thousand 262 to three thousand 394 pesos, according to the regulations of the capital's traffic code.
In addition to the fine, the vehicle may be towed to the vehicle deposit, with an additional cost that varies depending on the towing capacity of the unit. The restrictions of the Hoy No Circula program apply in municipalities such as Atizapán, Coacalco, Cuautitlán, Cuautitlán Izcalli, Chalco, Chimalhuacán, among other municipalities in the State of Mexico, and throughout Mexico City.
Regarding the restrictions applicable to other vehicles, those with circulation holograms 2 or foreign plates cannot circulate any Saturday from 05:00 to 22:00 hours. Vehicles with hologram 1 must comply with restrictions based on whether the license plate ends in an odd or even number. Vehicles with hologram 0 and 00 are exempt from restrictions, as are some specific types of vehicles such as agricultural tractors, motorcycles, electric vehicles, emergency vehicles, and those with sustainable technologies, among others.
In summary, the Hoy No Circula program establishes restrictions for vehicles in Mexico City and certain municipalities in the State of Mexico, with fines and penalties for those who do not comply with current circulation regulations.
