The Hoy No Circula Program establishes measures applicable to vehicle circulation with the aim of preventing, minimizing, and controlling the emission of pollutants. This measure seeks to standardize and minimize the impacts in the Megalopolis, Mexico City, and the State of Mexico by limiting the circulation of private vehicles, regardless of the origin of the license plates and/or registration.

The vehicles that are not allowed to circulate this Monday are those with yellow stickers, plate endings 5 and 6, verification holograms 1 and 2. Those that can circulate without restrictions are those with holograms 0 and 00, electric vehicles, hybrids, those driven by health personnel, motorcycles, and cars with disabled plates.

The Hoy No Circula schedule starts at 5:00 AM and ends at 10:00 PM. If the program's rules are not followed, a fine may be imposed ranging from 2,075 pesos to 3,112 pesos.

The only day when the Hoy No Circula does not apply to any vehicle is Sunday, exempt from any type of restriction. The exception occurs when the Environmental Commission of the Megalopolis declares the suspension of the program or a double Hoy No Circula.
