The Secretary of the Environment (Sedema) of Mexico City issued a reminder to drivers about the restrictions of the Hoy No Circula program in the capital. On Friday, October 24, vehicles with blue stickers and whose license plate ends with 9 or 0 will not be allowed to circulate from 05:00 to 22:00 hours. Additionally, restrictions apply to foreign vehicles with foreign license plates from Monday to Friday from 05:00 to 11:00 hours and on Saturdays from 05:00 to 22:00 hours.

The program includes exceptions for vehicles with holograms 0 and 00, which have no circulation limitations. The Hoy No Circula measure is implemented in 16 boroughs of Mexico City and in several municipalities of the State of Mexico. In the case of the capital, the included boroughs are Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, among others.

In the State of Mexico, the restricted circulation applies in municipalities such as Naucalpan de Juárez, Ecatepec de Morelos, and Tlalnepantla de Baz, among others. For those motorists who need to travel due to special situations such as medical appointments, there is a possibility to apply for a permit that allows them to circulate without being sanctioned.

According to the information provided, drivers can request a special permit to transport people to medical appointments or attend emergencies on the restricted days of the Hoy No Circula program and in case of Environmental Contingencies. The procedure can be done online or in person, presenting the necessary documentation and following the established procedure.
