
On Thursday, October 31, in the 16 municipalities of Mexico City, the "Hoy No Circula" measure is implemented, which prohibits the circulation of vehicles with a green sticker and whose plates end in 1 or 2. If they also have hologram 1, they will not be able to circulate on the first and third Saturdays of the month if the last digit of the plate is even. For those with hologram 2, the restriction applies every Saturday of the month from 05:00 to 22:00 hours.
This restriction is valid for the municipalities of Mexico City, such as Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, Cuajimalpa de Morelos, Cuauhtémoc, Gustavo A. Madero, Iztacalco, Iztapalapa, Magdalena Contreras, Miguel Hidalgo, Milpa Alta, Tláhuac, Tlalpan, Venustiano Carranza, and Xochimilco. Additionally, it applies in several municipalities of the State of Mexico.
Vehicles exempt from these restrictions are those with holograms 0 and 00. In the case of cars with foreign plates, their circulation is subject to the plate's ending, being prohibited from Monday to Friday from 05:00 to 11:00 and Saturdays from 05:00 to 22:00 hours.
Different units are also exempt from these measures, such as those that carry Verification certificates and type “00” holograms for two years, or type “Special Permit to Circulate” certificates if they transport persons with disabilities, among other cases considered by the Secretary of Environment.
