
In Mexico City and in some municipalities of the State of Mexico, there is a program called "Hoy no Circula" that establishes restrictions for vehicle circulation with the objective of reducing environmental pollution. These restrictions are applied depending on the vehicle hologram, the last digit of the license plate, and the day of the week.
If the vehicle's license plate ends in an even number and has the same hologram, it cannot circulate on the second and fourth Saturdays of each month, from 5 in the morning to 10 at night. Similarly, the last number of the license plate of foreign vehicles determines the day of the week on which they cannot circulate. Owners of vehicles with circulation hologram 2 or foreign vehicles with foreign plates cannot circulate on any Saturday from 05:00 to 22:00 hours.
In the State of Mexico, the "Hoy no Circula" program applies in several municipalities, including Atizapán, Coacalco, Cuautitlán, Cuautitlán Izcalli, Chalco, Chimalhuacán, Chicoloapan, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla, Tultitlán, and Valle de Chalco. In Mexico City, it applies throughout the capital, covering various boroughs.
Those who violate the restrictions of the "Hoy no Circula" program may face significant fines and the towing of their vehicle to a impound lot. For vehicles with plates ending in 9 and 0 and blue stickers, circulation is prohibited on Fridays from 05:00 to 22:00 hours, with fines that can reach up to 30 times the Unit of Measurement and Updating (UMA) and towing costs to the impound lot.
Vehicles with hologram 0 and 00 are exempt from the program restrictions, as well as special cases such as agricultural tractors, construction machinery, motorcycles, electric units, emergency vehicles, those with sustainable technologies, school buses, funeral vehicles, and those driven by persons with disabilities, among others.
For vehicles with hologram 1 whose plates end in an odd number, they must refrain from circulating on the first and third Saturdays of each month. These measures seek to promote more sustainable mobility and reduce pollution levels in the metropolitan area.
