Head of Government Clara Brugada will send the much-anticipated Fair Rent Law initiative to the local Congress in the coming days, a proposal aimed at curbing excessive rent increases and ensuring access to affordable housing in the capital. According to Morena deputy Paulo Emilio García, the bill could arrive at the legislative chamber next week, where it will undergo a process of analysis and public discussion. “The rent law issue is practically ready to be sent to Congress. In the coming days, we will be receiving it and conducting a broad socialization process to avoid misinformation.” Curbing Excessive Rent Increases The main objective of the proposal is to ensure that rents remain within reasonable and predictable parameters, avoiding abrupt increases that could lead to evictions or the displacement of residents from traditional neighborhoods. One of the main axes will be the implementation of a cap on annual increases, which cannot exceed the inflation rate. “What is at the core, and we fully agree with the Head of Government, is how we combat the increase in the cost of living in the city,” stated Paulo Emilio García. He added that the initiative responds to an urgent demand: “We want a livable city, an affordable city, and this law is the crystallization of those objectives. Although it does not propose a rent freeze, it opens the door for authority intervention in cases of unjustified increases or situations that violate the right to housing. Against Gentrification and Displacement Another key point will be the fight against gentrification, a phenomenon that has gained strength in different areas of the capital. With this, the capital's government seeks to provide certainty to both tenants and landlords by establishing clear rules on price adjustments. Likewise, the law contemplates greater regulation of the rental market, with transparent criteria to prevent abusive practices. The accelerated increase in rents has caused long-term residents to be displaced, breaking the social fabric of entire neighborhoods. The initiative will seek to curb this trend through tenant protection mechanisms, especially in areas with high real estate pressure, where the rising cost of housing has become one of the main social concerns.
