
The PAN deputy from the Congress of Mexico City, Ricardo Rubio Torres, presented an initiative aimed at regulating the labor relations of public servants in the Mexican capital. In this regard, it is proposed to establish a regime that regulates the substantive and procedural aspects to govern the relationships between the powers and public entities of Mexico City and the workers in their service, as well as to resolve any labor conflicts that may arise.
The proposal also seeks to normatively harmonize the concepts related to bureaucratic law and justice, following the established jurisprudence of the Supreme Court of Justice of the Nation and the Inter-American Court of Human Rights, as well as international human rights treaties to which Mexico is a party.
Rubio Torres mentioned that the initiative aims to provide legal certainty and security to the officials of Mexico City, complying with the mandate established by the constituent power in 2017 to issue a regulation that defines the rights, obligations, and authorities of public servants. It was emphasized that since June 25, the corresponding regulation has not been issued on time, so Congress has the duty to legislate quickly and fulfill its legislative obligations.
In the words of the legislator: 'With this initiative we aim to comply with what is provided in article 10, Section C, of the Political Constitution of Mexico City, as well as in the various transitory Third and Twenty-Fifth of the local fundamental Law itself.' The proposal seeks to establish a clear and comprehensive legal framework that regulates the labor relations of public servants in Mexico City.
