Mexico's Federal Government Proposes 32 Billion Pesos for Social Housing

The government of Claudia Sheinbaum proposed in the Federal Expenditure Budget (PEF) for 2025 to allocate up to 32 billion pesos for the Social Housing Program of the new six-year term. The aim is to build up to 1 million social homes for workers, of which about 500,000 will be managed by the National Workers' Housing Fund Institute (Infonavit), through the creation of a construction company.

During the presentation of the Economic Package in the Union Congress, Rogelio Ramírez de la O, Secretary of Finance and Public Credit, emphasized that the proposal aims to prioritize social programs such as housing, in addition to investing in more connectivity infrastructure, mainly new trains and railway lines. The federal government has budgeted a total of 835 billion 705.5 million pesos for all its social programs such as pensions, Youth Building the Future, and Sowing Life.

The Social Housing program represents only 3.8 percent of the funds requested for at least 15 social programs. In terms of infrastructure, it is planned to allocate at least 141 billion pesos for railway and urban infrastructure, primarily.

Regarding the Housing for Wellbeing program, the federal government seeks to build 1 million affordable homes through Infonavit, with 500,000 units managed by Infonavit and the rest among the National Housing Commission (Conavi), the Housing Fund of the Institute of Security and Social Services for State Workers (Fovissste), and housing actions, in addition to 1 million mass property deeds.

The federal government aims to build 120,000 new homes by 2025, in addition to 100,000 home improvements in the eastern region of the State of Mexico and 120,000 programs for property deeds. Approximately 225 plots or 1,701 hectares are already available for construction work. Access to social housing will be provided to non-affiliated individuals, while Infonavit will build rental housing with an option to purchase.
