Warning of Corruption in INM Cleaning Tender

Businesses in an INM tender warn of alleged corruption in selecting a contractor. They claim a 156 million peso contract could go to Wilk, known for labor violations, despite its proposal failing technical requirements. Complainants are calling for a review of the decision.

Warning of Corruption in INM Cleaning Tender

Businesses that participated in the AM-04-K00-004K00001-N-17-2026 tender to provide cleaning services to various properties of the National Institute of Migration (INM), led by Sergio Salomón Céspedes Peregrina, warn that the decision is not based on technical issues, but rather on private interests. The 9-month contract is for at least 156 million 250 thousand 399 pesos and 50 cents, and according to the complainants, it would be awarded to the company Wilk, which has been involved in several complaints for not paying full salaries or social benefits. Despite the authorities knowing that Wilk's proposal does not meet the technical or financial requirements, as its proposed cost of 17 million 361 thousand 155 pesos and 50 cents would not guarantee the service or cover all expenses, they are still going to award it to them, said a legal representative of one of the participating companies, who requests anonymity for fear of retaliation in future tenders. Wilk's Modus Operandi Although the decision will be announced on April 15 at 5:00 PM, the complainants warn that the choice is being made under pressure from Marco Antonio Jesús Reyes Saldívar and the Union of Workers and Employees of Maintenance, Conservation, Cleaning, Security and General Services, Similar and Related of the Mexican Republic. This alleged union leader backs many companies; he has been using the same modus operandi for years: companies arrive to provide the service, and in the second month or sooner, they stop making full payments to workers, make unjustified deductions, and do not provide Social Security. In all cases, employees suffer from irregularities, and more than one has had to find another job due to constant irregularities. The decision would be coming from the desk of Juan Carlos Bravo Zepeda, Director of Material Resources and General Services of the agency, who has already been flagged for bad practices in other tenders. We trust that the Ministry of Good Government and Anti-Corruption will take action and review the ruling; we will file our complaint because this represents damage to the public treasury and, consequently, to the citizenry, he concluded. Currently, Wilk has contracts with the National Cancer Institute, the National Sports Commission, the National Lottery, and CONALEP, to name a few.
