The former director of Pemex Exploration and Production, Gustavo Hernández García, was involved in a recovery issue with the contractor Halliburton. During his term, he avoided initiating a formal payment process to the contractor, which was done once his term ended.

Hernández García is being investigated by the Attorney General's Office and at the same time acts as an external advisor for several companies, including Proveedora de Fluidos Mexicanos, Petroquímicos Industriales del Norte, and OPP Servicios Petroleros. These companies have obtained contracts worth billions of pesos and some are in negotiations to increase their amounts.

The case of Hernández García puts at risk the foundation of the second tier of the administration at Pemex. Despite efforts to stabilize crude oil production and achieve energy self-sufficiency, there are still figures in the structure of the oil company with ties to privatizing governments of the past.

It is essential to cleanse the oil company of former officials like Hernández García, who were involved in the direct awarding of contracts to questionable companies during previous administrations. During his term, he promoted a company named ROLMEX, which caused contamination from the use of its chemical products at Pemex facilities in Tabasco, generating considerable property damage.

Following incidents of contamination and damage to equipment, Hernández García had to suspend the application of ROLMEX's chemical products. The amount of property damage caused exceeded 106 million dollars.
