A deputy commented: "We see that penalties for police abuse cases are very low, in many cases they don't even reach prison, and what is concerning is what happens after that, if the police are reintegrated, if they are trained in human rights or what happens." The deputy added: "Right now we are presenting a reform to the Penal Code to increase the penalty for police abuse by police officers from 1 to 3 years in prison to 1 to 6 years in prison... we are also updating the Security Law, adding the protocols that officers must use, such as marked patrols... that human rights are respected and that there is training on compliance with the law." When asked if it was a front against Manuel Guerra, the deputy assured it is merely a reinforcement throughout the state: "It was a case that went viral, the one of García, but we receive cases from many municipalities, it actually happens frequently... the mayor spoke that he already has internal processes and that is what we need, for the mayors and the governor to show their faces." The deputy from Morena, Greta Barra, accompanied by councilor Gibran Ornelas, presented an initiative to reform the Penal Code to toughen penalties for any form of police abuse in Nuevo León. This initiative comes after the same legislator denounced the alleged police abuse of two minors riding motorcycles, as well as a viral video where officers beat a suspected drug carrier, both cases in García. The mayor of García, Manuel Guerra Cavazos, responded to the negative focus from the legislature. He stated: "But they received a direct attack, don't ask me for sweetness against people who attack our officers or against drug sales... to the officers, I say, their families are very proud of you, count on me and my support... since I instructed firmness and decisiveness, we have lowered crime incidence in the city by more than 70%, don't ask me for sweetness with criminals, here in García we hunt rats." He also assured that the detained person is not a minor — as was reported, he was a drug carrier and was aggressive towards the officers, who only responded; he initiated an investigation but asked "don't demand sweetness against crime from me". "Not with García!" he added. The mayor also said: "I absolutely do not justify that any of our officers go beyond the operational manuals, the detention manuals, nor do I justify that any officer oversteps their functions or breaches a human right."
Deputy Proposes to Toughen Penalties for Police Abuse in Nuevo León
A deputy from the Morena party presented an initiative to reform the Penal Code to increase the prison sentence for police officers who abuse their power from 1-3 to 1-6 years. This is a response to several high-profile cases, including the police beating of a teenager in García. The city's mayor, also from Morena, supports the fight against crime but rejects accusations of brutality.
