The governor has been in office for four years and since November 2021 has been promoting a plan to combat pollution from the refinery in Monterrey. He announced that he would reduce the plant's pollutant emissions by 90%, however, the harmful effects persist in the local population.

The most common complaints include irritation of the nose, eyes and skin, difficulty breathing, and discomfort while engaging in outdoor activities. In December, Green Taxes were implemented as a second source of income for the State. Despite these efforts, pollution remains a serious problem.

During 2022, public attention shifted to other issues such as the detention of the governor, legal cases and various political matters. Pollution took a backseat, even though it continued to affect the health of the population. The lack of concrete actions to address the problem generated concern among the inhabitants of Monterrey.

In 2023, the arrival of Tesla was announced as a possible solution to improve the regional economy, although pollution remained unresolved. The government acquired a war helicopter and faced criticism for controversial decisions. In 2024, the electoral campaign occupied public attention, while pollution continued to be out of control.

The population has evidenced the negative effects of pollution, with people hospitalized and an increase in air quality. Civil society has actively protested demanding more effective measures to ensure a clean environment. The refinery and mobility stand out as the main sources of pollution in the region, despite attempts to address the problem.

Despite government efforts, pollution in Monterrey continues to be an alarming challenge that requires immediate and effective action to protect the health and well-being of the population.
