Nuevo León Governor Presents Internal Control Organs Reengineering

Governor Samuel García Sepúlveda presented the Reengineering of the Internal Control Organs of the Government of Nuevo León, a project driven by the Controller's Office and Government Transparency in collaboration with the Nuevo León Council for Strategic Planning. He assured that the state is fighting corruption with strong institutions.

When announcing this initiative, which strengthens the prevention and fight against corruption, modernizes oversight processes, and consolidates transparency and accountability in public administration, the state leader explained that this project is part of an institutional strategy aimed at consolidating a more efficient, professional, and closer system of internal control to government departments and public bodies.

"A key step is what we are promoting today, which is the reengineering of the internal control organs. This project has a very clear objective: to strengthen the prevention of corruption, modernize oversight, and expand surveillance within the government," added García Sepúlveda.

The Governor of Nuevo León also highlighted that with this reengineering, the number of control bodies will increase from 9 to 16; up to 36 public entities will be supervised; it will have no budgetary impact and will allow an approximate saving of 100 million pesos per year.

The presentation was attended by the State Controller General, María Teresa Herrera Tello; and Eugenio Clariond Rangel, President of the Government Effectiveness and Transparency Commission of the Nuevo León Council.

This first phase also represents an estimated containment of spending of 56 million pesos annually, by expanding institutional coverage without increasing the administrative structure.

The project also incorporates technological tools that will allow the modernization of audit and control processes.

Among them stands out the implementation of the Audit Control System, a digital platform that systematizes each stage of the audit process, integrates electronic signature, and establishes real-time communication with the audited entities.

Currently, this system registers 965 digital files, while the Investigation and Responsibilities Procedures System registers 9,738.

In addition to the advances presented, the project contemplates other strategic initiatives to consolidate the model, including strengthening technological infrastructure, comprehensive digital transformation, institutional file management, and the creation of a Professional Career Service to strengthen specialized technical teams in internal control.

The Reengineering of the Internal Control Organs is the result of the push that the State Government has promoted since the beginning of the current administration to strengthen internal control mechanisms, consolidate transparency and accountability, as well as citizen trust in public institutions.

"In Nuevo León, we believe that good governments do not fight corruption with speeches, we fight it with strong institutions. This transformation is also part of a larger project, the project of building a digital, transparent, and efficient government," said the governor.

The new internal control model will allow for anticipating risks, detecting irregularities before they occur, and improving public administration processes.
