Initiative for Election of Delegates in Querétaro

Deputy Edgar Inzunza proposes that delegates and subdelegates be elected by citizens to strengthen democracy and avoid discretionary appointments in the municipality. The reform seeks to legitimize auxiliary authorities and promote accountability in public management.

In the local Congress, Deputy Edgar Inzunza Ballesteros, coordinator of Morena, presented an initiative for municipal delegates and subdelegates to be elected by the citizens, with the aim of preventing it from being a “discretionary designation” by the mayor. Inzunza emphasized that democracy is a fundamental pillar for his party, which is why they are seeking to modify the municipal organic law to transform the way citizens choose their local authorities.

In his intervention, Inzunza mentioned: “For us, it is essential that the people democratically elect the authorities with whom they have the first contact within the municipal administrative structure, who identify with them; that their performance is evaluated by the same people, and that practices like the ‘finger pointing’ come to an end.” He highlighted the importance of auxiliary authorities being legitimized through popular elections and accountability schemes.

The deputy also stressed that Querétaro must join the transformations promoted at the federal level regarding citizen participation in public life. He is confident that the proposal will receive the necessary support to continue progressing in the legislative process.

For his part, local PAN deputy Antonio Zapata Guerrero stated that citizens already elect the municipal president, who in turn has the authority to appoint the municipal delegates and subdelegates. He believes that this selection is part of the administrative powers of the city council and that, in exceptional cases, the mayor can propose a shortlist that will be approved by a qualified majority in the council.

The Organic Municipal Law of the State of Querétaro establishes that it is the responsibility of the municipal presidents to appoint delegates and subdelegates, as well as to decide on the method for their designation, as stated in Article 31.
