The government of Nuevo León (NL) has identified the concentration of nearshoring in the manufacturing industry without the corresponding technology transfer as a threat, due to the importance of this activity in the regional economy. According to the NL Strategic Plan 2040, the manufacturing sectors contribute 25 percent of the state GDP, highlighting the need to diversify industrial policy.

The historical focus on the transformation industry has left room to explore other areas as providers of advanced services in the value chain. Nuevo León stands out for its potential in renewable energies such as wind and solar, although it faces challenges in climate and technological policies, as well as dependence on fossil fuels and greenhouse gas emissions.

The Chamber of Transformation Industry of Nuevo León (Caintra) has emphasized the importance of promoting clean energies to improve the competitiveness of industries and meet global supply standards. In this regard, the aim is to increase the participation of renewable energies in net energy generation to reduce the current megawatt deficit in the state.

Given the financial insufficiency to address climate change and the political uncertainty at the national level, the state government proposes in its Agenda of Priorities to work on energy self-sufficiency, the reduction of fossil fuels, and strengthening local productivity. Caintra emphasizes that reducing dependence on fossil fuels and investing in renewable energies will improve industrial conditions, increase productivity, and promote sustainable development in Nuevo León.
