
The Legislative Group of Movimiento Ciudadano proposes a reform to the Law on the Promotion of Investment and Employment for the State of Nuevo León, aiming to incentivize the hiring of repatriated individuals returning to the entity. The modification would apply to those who can demonstrate being originally from the state, establishing a criterion of preference for the allocation of economic incentives to companies that contribute to this goal.
Deputy Melisa Peña mentioned that globalization and migratory movements have generated a recurring phenomenon of the repatriation of citizens who decide to return to their place of origin. She highlighted that, through the media, it has been reported that the private sector has made available 50 thousand jobs for the compatriots who are migrants, either due to deportation or voluntary reasons.
The Government of Mexico is offering support to compatriots repatriated from the United States, such as free transportation from repatriation points to care centers and subsequently to their communities of origin, a personal hygiene kit, a Repatriation Letter, and assistance in obtaining essential documents. According to governance indicators on migration at the local level, Nuevo León ranks ninth nationally in the number of migrant individuals.
From 2015 to 2020, 11,190 people returned to Nuevo León, representing 3.5% of the national total. The deputy considers it necessary to strengthen mechanisms that facilitate the incorporation of repatriated individuals into the labor market to leverage their talent and experience for the economic growth of the state.
To this end, the proposed modification seeks to promote the labor inclusion of repatriated individuals and facilitate their entry into the job market, reducing the unemployment rate in this vulnerable sector. It is requested to reform certain articles of the Law on the Promotion of Investment and Employment for the State of Nuevo León to achieve this objective.
Peña highlights that Nuevo León has a project for a protocol for the attention of individuals in mixed migratory flows, aimed at responding to emergency situations arising from the arrival of migrant individuals with international protection needs, ensuring respect for Human Rights. The intention is to strengthen the incorporation of repatriated individuals into the labor market and facilitate their reintegration into the local economy.
