Audit reveals irregularities in CFE expenses

The Superior Audit Office of the Federation (ASF) detected anomalies amounting to 69 million 212 thousand pesos in expenses intended for purchasing clothing and footwear through electronic wallets or cards in department stores such as Liverpool. According to the audit, the Federal Electricity Commission (CFE) does not have a methodology or controls regulating the distribution of electronic wallets or cards to its employees.

The report highlights that there are no defined policies to control situations where wallets or cards are not delivered, nor is there a specification on how the return to the supplier will be carried out or how to obtain reimbursement of the amount paid by the Subsidiary Productive Enterprises (EPS).

The EPS of the CFE, such as CFE Distribution, CFE Basic Services Supplier (SSB), and CFE Transmission, have a labor benefit that includes the provision of work clothing according to the Collective Labor Agreement (CCT) 2022-2024. According to this benefit, workers are guaranteed four sets of clothing and four pairs of shoes before June 30 of each year.

On March 7, 2023, the CFE-SUTERM Agreement 02/2023 was signed, agreeing that the delivery of work clothing for unionized office staff would be made through wallets with an individual value of 13 thousand 752.00 pesos, while for CFE SSB collaborators, the amount rose to 17 thousand 089 pesos, including a bonus of 17 percent.

To fulfill this benefit, the CFE allocated 510 million 094 thousand pesos, and 90.5 percent of this amount was audited, which equals 33 thousand 834 electronic wallets. The ASF also pointed out discrepancies in the delivery of the benefit, especially for field, office, and temporary workers, whose job functions may require different types of clothing.
