During his government, the president focused on achieving energy sovereignty and made an investment of 105 billion in the refining system. However, the Olmeca refinery project in Dos Bocas took more time and resources than expected, ending the six-year term without achieving the desired production and leaving pending projects in Tula and Salina Cruz. The debt was reduced to 97.6 billion dollars by the end of the year, although it remains high.

In relation to Petróleos Mexicanos (Pemex), the company closed the year 2024 failing to meet production and refining targets, registering a loss of more than 190 billion pesos. The crisis in Pemex affects government agreements to reduce gasoline prices. Hydrocarbon production decreased by 6.2% compared to 2023, averaging 1.7 million barrels per day in 2024, far from expectations.

The current Pemex team has announced a new strategy that includes defining projects and actions to increase refining and production. Modifications to financial and tax schemes are planned, as well as reforms in energy matters. However, delays have been reported in the installation of marine infrastructure and various difficulties that have impacted operations in different areas of the company. Despite a slight increase in refining, they fell short of the goal committed by the former president.
