The new secondary energy legislation marks a significant transformation for Pemex, integrating its operations to enhance efficiency and performance, according to President Claudia Sheinbaum. This initiative promises improved control and reduced costs in the energy sector.


New Era for Pemex Begins with Legal Reform

President Claudia Sheinbaum announced that with the entry into force of the secondary legislation concerning energy, Petróleos Mexicanos (Pemex) will begin a new phase by carrying out a vertical integration of its structures and activities, putting an end to the legal separation that made it inefficient. During the 87th Anniversary of the Oil Expropriation, the president expressed that this will strengthen the efficiency and performance of the company.

The general director of Pemex, Víctor Rodríguez Padilla, pointed out that in collaboration with the Ministry of Energy, the new energy policy of the country is being defined and implemented, with the restructuring of the company already underway. Vertical and horizontal reintegration processes, administrative rationalization, strengthening of operational areas, budgetary control, among other aspects, are being carried out.

Rodríguez Padilla assured President Sheinbaum that they will make the most of the new legal framework to strengthen Pemex for the benefit of Mexicans. Arturo Carranza, an energy sector specialist, highlighted that vertical integration implies greater internal control to reduce costs, pointing out that in the case of Pemex, this approach should prevent the financial situation in refining from affecting exploration and production.

Despite the extinction of the subsidiaries Pemex Transformación Industrial, Pemex Exploración y Producción, and Pemex Logística according to the legislation, Pemex will maintain its subsidiary companies, which will continue to operate in accordance with commercial law. Alonso Romero, an expert in energy issues, believes that this transformation will benefit transparency and efficiency in the sector.

The Mexican Energy Association expressed its willingness to collaborate in formulating the pending regulatory framework, providing expertise and resources to strengthen energy security and accelerate the energy transition in the country, in line with the priorities of Sheinbaum's government. The laws of Pemex and CFE, as well as various reforms related to the energy sector, were enacted in the Official Journal of the Federation.
