The head of the Secretariat of Security and Citizen Protection, Omar García Harfuch, received a call on the red phone from President Claudia Sheinbaum while he was directing a report on the First National Drill 2025. During the live broadcast of the National Emergency Committee Session, the phone rang unexpectedly, and García Harfuch answered, identifying himself to the president.

The Secretary of the Interior, Rosa Icela Rodríguez, muted García Harfuch's microphone to preserve the privacy of the conversation. Afterwards, the official passed the phone to the national coordinator of Civil Protection, Laura Velázquez, who reported on the successful development of the drill up to that point.

The report to the president was made following the national macro-drill held on April 29, which involved the participation of 30 million people across the country's 32 federal entities. García Harfuch highlighted the importance of this preventive exercise as an organizational effort by both the Government of Mexico and society, as well as the private sector.

The drill's central hypothesis was an earthquake of magnitude 8.1 with its epicenter on the coasts of Tehuantepec, Oaxaca, affecting 11 states. In the other entities, hypotheses based on the most common emergencies in each region were proposed. In Mexico City and other states, seismic alerts were activated through thousands of distributed speakers.

In this context, citizen participation and coordination among authorities were fundamental to the successful development of this preventive drill at the national level.
