Nuevo León Activates Winter Contingency Plan

The Governor of Nuevo León announced the activation of the Carrusel Operation due to extreme cold temperatures this winter season. The initiative aims to protect vulnerable populations by providing shelters and essential supplies.


Nuevo León Activates Winter Contingency Plan

During this winter season, the Carousel Operation will remain active in Nuevo León when the temperature is in single digits. The state's governor, Samuel García, announced the activation of the Contingency Plan due to cold front number 24. This plan involves several corporations, such as Civil Force, the Mexican Army, and the National Guard, as well as state and federal secretariats and agencies.

Carousel operations will be carried out by the State and municipal Civil Protection Directorate, with support from the Secretary of Equality and Inclusion and DIF, who will be monitoring the 164 available shelters with blankets and hot food. Additionally, Water and Drainage, as well as the Federal Electricity Commission, will oversee their services.

Among the actions contemplated is the recommendation to dress appropriately when leaving home, wearing thermal clothes, hats, and gloves. The Carousel Operation will provide hot chocolate, blankets, and food. Attention will also be given to reports about road conditions.

It is advised to protect water pipes, keep pets sheltered from intense cold, and avoid sudden temperature changes. The main objective of the operation is to provide support to homeless individuals and those waiting outside hospitals. CRUM paramedics will provide medical attention and transfers if necessary.

The shelters activated by DIFNL and municipal DIFs have a capacity for more than 22,000 people and offer food and adequate conditions. Civil Protection of Nuevo León and municipalities maintain constant communication to address the needs of each region during the winter season of 2024-2025.
