
The Public Security Secretariat (SSP) of the State of Jalisco has trained 20 state security personnel in the "Protocol for the Search of Missing Persons and Database", following the Alba Protocol and the Amber Protocol of the Attorney General's Office (FGE) of Jalisco. This initiative was announced amid tensions following the discovery of human remains by the collective "Guerreros Buscadores de Jalisco" on a property in the municipality of Teuchitlán. The SSP emphasizes the importance of the professionalization of officers to meet the needs of the inhabitants of Jalisco.
The crisis of disappearances is worsening in Jalisco, according to the Mexican Institute of Human Rights and Democracy (IMDHD). During the year 2024, 14,986 disappearances were recorded in the region, mostly people between 20 and 40 years old, 2,254 women and 12,712 men (representing 84.83%). Guadalajara is the municipality with the highest reports of disappearances, with 2,996 reports, followed by Zapopan.
The ALBA protocol for the search of missing women, teenagers, and girls in Jalisco consists of three phases following the filing of a complaint with the Public Prosecutor's Office. These phases include: starting the investigation immediately, intensifying the search if the person is not located within the first 24 hours in coordination with the Technical Collaboration Group and media outlets, and continuing the search until the missing person is found if it is determined that they are a victim of a crime. Since 2023, the FGE has implemented adjustments to immediately activate the Alba Protocol upon receiving a report of the disappearance of women or girls to begin the search as soon as possible.
