The Mexican Council on International Affairs pointed out that, despite Donald Trump's rhetoric, there is a treaty on territorial waters that must be respected to avoid conflicts. For the council, the designation of Mexican cartels as terrorist organizations by Trump is one of the most significant announcements since assuming the presidency. Although they congratulated him on taking office, they expressed concern about possible harm to the civilian population in Mexico.

Regarding national emergencies, it is highlighted that there are executive orders and the National Emergencies Act that establish procedures for crisis situations. Trump has been hindered by the judicial system in the past, and any extreme measures would face legal obstacles. Concerning the immigration situation, the return of "Remain in Mexico" could lead to mass deportations and challenges to contain a surge of migrants.

Regarding possible trade tariffs, it is mentioned that they could affect the USMCA and be detrimental to the American consumer. Trump has previously threatened to impose tariffs on Mexico, Canada, and China to combat illegal immigration and drug trafficking. Dialogue, respect, and cooperation are key in the bilateral relationship.

Experts have highlighted that considering the cartels as terrorists has significant implications, such as threats to the population and institutions of the U.S. and joint actions for their dismantling. Regarding the renaming of the Gulf of Mexico to "Gulf of America," the importance of the designation and the extensive exploitation of the region is emphasized.
