Regarding the actions taken, providers were exempted from presenting bonds in low-value direct awards, leaving IMSS vulnerable. Unnecessary acquisitions of computer equipment were observed and a 500% budget increase in regional meetings was noted. Travel allowances and services for transportation and meals were unjustifiably contracted.
These practices represent an assault on legality, efficiency, and transparency. Operational staff were threatened and coerced to cover expenses or face dismissal. José Roberto Garza Méndez and Sonia Maritza Olivares Martínez were identified as directly responsible for the irregularities in contracting and expenses during the regional meetings of IMSS. A violation of transparency and competition principles in purchases during these events was noted, favoring a single supplier.
