In January 2023, 'El Chapo' requested to speak with former president Andrés Manuel López Obrador, claiming to be a victim of psychological torture and violations of his human rights in the prison in Florence, Colorado. His lawyer, José Refugio Rodríguez, argued that he was receiving unequal treatment and that the Mexican authorities were not complying with the treaty that required a semiannual review of his status in the Colorado prison.
Ismael 'El Mayo' Zambada and Joaquín 'El Chapo' Guzmán urgently requested their return to Mexico; the latter filed a petition for his repatriation on March 4, which was rejected by a federal court. In the petition, it specifically claimed the Mexican authorities' refusal to support his return, highlighting inhumane conditions in the prison.
According to his lawyer, since March 2022, 'El Chapo' has faced restrictions on his calls, the quality of food is terrible, he has experienced health issues without adequate attention, and he is prohibited from communicating in Spanish and with other inmates. 'El Chapo' requested a personal interview with López Obrador due to these violations of his human rights.
