
After Fernández Noroña declared the constitutionality of the reform, several PRI senators, including Moreno, requested to speak, but Noroña did not grant their requests, which generated annoyance among the PRI members. Alejandro Moreno not only questioned Noroña's political capacity but also accused him of being a "thug", a "clown", a " vile buffoon", and even a "lackey". "He needs to be attended to every day because he only does silly things here in the Senate," expressed Moreno.
However, Gerardo Fernández Noroña quickly responded to Moreno's claims. "If this is the president of the Mexican Senate, Noroña should be in an asylum." In an interview, the Senate president downplayed the attacks and reaffirmed his stance that Moreno should be imprisoned for the alleged acts of corruption during his time as governor of Campeche.
"He should be in prison, period," declared Noroña, defending his criticism of Moreno and adding that his continued freedom would only help "make the PRI disappear," as he "is the chief gravedigger of the PRI, and if you don't believe me, ask Manlio Fabio Beltrones," retorted Fernández Noroña.
