The university, which will welcome students from 60 municipalities, mostly indigenous, in the southeast of the country, seeks to expand educational opportunities in the region. During the inauguration, Sheinbaum mentioned the importance of the institution bearing the name of the recognized writer and diplomat Rosario Castellanos, a defender of feminism and indigenous rights in Mexico.

The event was attended by the governor of Chiapas, Eduardo Ramírez Aguilar, the secretary of Science, Humanities, Technology, and Innovation, Rosaura Ruiz Gutiérrez, and the secretary of Public Education, Mario Delgado Carrillo. The request for improvements in infrastructure and scholarships by young university students was also highlighted.
