In July 2012, the Federal Police dismantled a kidnapper gang known as Los Tolmex, which operated in the State of Mexico and the then Federal District. This criminal organization held its victims in cages, mutilated them, or exerted psychological pressure on their families to secure ransom payments. Among those arrested was Jaqueline Malinali Gálvez Ruiz, the younger sister of Xóchitl Gálvez, accused of being the person responsible for obtaining the victims.

Jaqueline Malinali Gálvez Ruiz was accused of perpetrating the kidnapping of Marcela Patricia Flores Domínguez and her driver, Rodolfo Morales Hernández, on May 22, 2012. After a long investigation, a district judge in criminal matters sentenced her to 89 years in prison for illegal deprivation of liberty to the detriment of the two victims, criminal association, and possession of weapons reserved for the exclusive use of the Army, also imposing a fine of more than 700,000 pesos.

Xóchitl Gálvez has stated that her sister was a victim of torture by Genaro García Luna, former Secretary of Public Security in the administration of Felipe Calderón. In an interview, the former PAN senator mentioned that Jaqueline Malinali Gálvez Ruiz has been in prison for 11 years without a final sentence and that she has been tortured, according to the Istanbul Protocol. Furthermore, she claimed that there are witnesses who confirm that her sister was not present at the scene of the kidnapping at the time the crime was committed.
