He also emphasized the need to reinforce the National Water Commission to ensure it meets its objectives of providing quality and sufficient water to the population, thereby guaranteeing the human right to water. He also mentioned the reservation of Article 22, sections II, III, and V, first paragraph, to include criteria for equality and non-discrimination based on sexual orientation and gender diversity. In this sense, he added that despite facing an international context dominated by global uncertainty due to geopolitical and commercial tensions, the 2026 budget "is structured to support a development model with well-being, which, while guaranteeing the social rights of the most needy population, promotes investment and fulfills our international financial commitments." Haces Barba specified that the 2026 Budget will prioritize resources towards social programs, strategic infrastructure, and essential services such as health, education, food, the environment, work, and culture.
