The Morena party's parliamentary group in the Chamber of Deputies has introduced an initiative to amend Article 35 of the Constitution. The goal is to hold the presidential recall referendum on the same day as the 2027 midterm elections. The proposal, put forward by Morena's vice-coordinator, Alfonso Ramírez Cuéllar, will be discussed in the Constitutional Points Commission on Monday. If approved, it would change the constitutional framework to allow both the recall referendum and elections for governors, mayors, deputies, and judges to coincide. This move, according to the Morena deputy, aims to "increase citizen participation and optimize public spending." In contrast, the PRI deputy Rubén Moreira accused Morena of "surprisingly" presenting this initiative, calling it "the dictatorship that is coming." Morena argues that separating the recall referendum from other elections has been "ineffective and costly." According to data from the National Electoral Institute (INE), the 2022 recall referendum had a turnout of only 17.7%, while the 2021 midterm elections reached 52.6% participation.
