Sheinbaum to Present New Anti-Corruption and Investment Plan for Pemex

Mexican President Claudia Sheinbaum announced a new mechanism to combat corruption in government institutions and confirmed plans to increase public investment in strategic projects, including Pemex and CFE, despite existing economic and political challenges.

Claudia Sheinbaum stated that this will be very good as it will strengthen investment certainty and the consolidation of social welfare programs. On the other hand, this morning she also said that next year she will present a new scheme to report corruption cases in 'any' government institution, following the recent scandal over a case at the National Institute of Migration (INM). Last week, a video circulated on social media of an institute official asking for money from Mexican migrants in transit as they presented themselves at the local representation's international bridge Puerta México in Matamoros, Tamaulipas. In this regard, the president explained this morning that a review of the case was requested and she confirmed that those involved have been removed from their positions and a full investigation process has been initiated. A scenario that pressures public revenues for the coming year. It is worth recalling that the result of the first CFE tender for public companies fell below the estimated targets in October, and no mixed contracts for Pemex have been officially announced either, although it was reported that only 5 of the 21 projects touted in Pemex's August plan were finalized this December. Pemex's contracts with private companies do not generate confidence in the sector, and they insist on Rodriguez's departure. In this regard, Sheinbaum once again kicked the can down the road on announcing new investments in Petroleos Mexicanos. Claudia Sheinbaum plans to present next year a package with greater public investment and mixed contracts to advance the strategic works of her government, as she explained in her morning conference this Monday. She indicated that the 2026 objectives will be focused on advancing these works, so she informed that she will present a larger program for public works through various investment programs, including mixed contracts that will be applied to Pemex, CFE, and road works. However, Sheinbaum's project faces various challenges due to the uncertainty that still surrounds the commercial relationship with the United States, an estimated yet weak economic growth—though better than this year—and doubts among investors about the institutional framework in Mexico. Although she had committed that this week a morning conference would be dedicated to information about the state oil company, today she said it will not be until January. The president also mentioned that next year's focus will be on the review of USMCA. She warned that an action scheme will be established to address corruption reports in any institution. Previously, INM had confirmed that the agents had already been identified and were under investigation. The case was also reported to the Attorney General's Office (FGR).
