For the whistleblowers, Goy Garnica's downfall is not an isolated incident, but the first visible link in a much broader structure that operated in the shadow of the state. According to sources, the arrest of the former prison coordinator reopens questions about the political responsibility of those who promoted, protected, or recycled questionable officials, even after changes in party affiliation in governments. While the justice system advances in its investigation to determine the real scope of the extortion network and the participation of active agents and civilians, the case threatens to escalate to higher levels of administrative and political power. Within the prison system itself, he was nicknamed 'the silent killer,' according to former officials and prison workers. In addition to Echarta Mojica, other officials and former officials identified in the investigations appear on Goy Garnica's list of friends and political support, including David Morales Evaristo, Esteban Pérez Calzada, Jonathan Agustín González, and Manuel Palma Rangel, all mentioned in different case files and statements as part of the network of influence that guaranteed the continuity of the scheme. The name of Echarta Mojica appears repeatedly in testimonies that reconstruct Goy Garnica's rise and permanence in strategic positions.
