A group of lawmakers, mainly opposing coordination, insist on intensifying negotiations with the PRI-PAN coalition, while another faction does not rule out approving MC's debt request in exchange for municipal resources. In this context, doubts return within Morena about approving MC's debt despite the opposition of Luisa María Alcalde; however, local deputies do not consider it feasible to break unanimity during the vote and face political repercussions from Palacio de Cantera. After budget negotiations between PRI, PAN, and Morena, a reaction came from Palacio de Cantera to re-engage in the negotiation. 'If in the end they are going to concede and increase funds to municipalities and autonomous bodies, I think it would be very considerable to also be able to reach some state debt... one of the conditions that Morena sets is that there is no debt, but I think that seeing their mayors also benefit... this dialogue could move forward,' stated a source. Meanwhile, tension in the Morena faction has not decreased either. In PRI, they consider being confrontational against MC and aligning with the requests of the 4T to advance a Fiscal Package, which so far is supported by the Budget Commission. On the other hand, PAN insists on postponing the budget approval and returning to the negotiation for resources for their municipal coffers: They understand that if accompanied by Morena, the budget will be judicialized, no matter how much they try to anticipate with legal shielding. This difference within the opposition was glimpsed in the approval of subsidies for public transport that was pushed forward along with Morena. The government secretary, Miguel Flores, put on the table paying the overdue fund to municipalities that exceeds 1.5 billion pesos in exchange for the state debt of between 8,000 and 11,000 million pesos that they have insisted on. This intervention by order of Governor Samuel García created friction in the opposition. According to what LPO could learn, the PRI faction pushed for its approval from the beginning of the week, but PAN refused to bring the draft to the Plenary. Finally, a bag of more than 150 million pesos was approved, a 25% discount on the transport fare, and support for transfers, this with 9 votes against from MC and with annoyances in the PANism that finally, without being consensus at the time of the vote, ended up approving the project. After the PRI's cross against the governor for allegedly requesting the support of the president, the coordinator of PAN deputies, Carlos de la Fuente, decided to again open the possibility of approving financing.
Political Crisis Over Budget in Mexico
