There are reforms under discussion, rules to be defined, and decisions that will have to be made in the future to regulate how voting is conducted and how what is being voted on is explained. And there, I believe, lies the real issue, because the challenge will no longer be just to organize the elections, but to explain them. I think we are entering a phase where democracy needs more than just electoral organization, something I call democratic didactics. Last week, in an interview, I was asked a question that seems simple, but it is not: how many ballots will we have in Querétaro in the upcoming elections? The easiest answer would be to start counting elections and positions. To this could be added a recall ballot, if the proposed reform is approved and if that mechanism is activated; the local judicial reform is also pending, which could take magistrates, judges, and, in some cases, new judicial figures to the polls; in addition, the other part of the renewal of federal magistrates and courts is still pending. But the most honest answer is different: today there are still reforms and pending decisions that do not allow us to state with certainty how many ballots there will be. And that should make us think rather than alarm us, because we are facing a redesign that is still being put together. That is, the ability to clearly explain what is being voted on, how it is being voted on, why it is being voted on that way, and who the people on the ballots are. This seems obvious, but it is not always, because one thing is to put a ballot in the hands of the citizen and another, very different thing, is to get that ballot to be understood. And it is that it is not enough to print ballots, set up polling stations, or develop systems. All of that is indispensable, yes, but if what is being voted on is not explained with sufficient clarity, the problem will no longer be just one of organization, but of comprehension. And I say this because, in the face of this new scenario, the clarity with which what is being voted on and how it is being voted on is explained will be as important as the electoral organization itself. In other words, it is not only necessary to guarantee that people can vote, but also that electoral authorities are capable of communicating what will be voted on. I think that is one of the most important discussions in the coming months. Not only how many ballots there will be, but whether we will be able to build minimum conditions so that each person knows what they have in their hands when they enter the voting booth.
