Puebla Governor Proposes 'Work by Contract' Scheme for Infrastructure Optimization

The governor of Puebla, Alejandro Armenta Mier, proposed the implementation of a 'work by contract' scheme to optimize resources in infrastructure projects, while calling on municipalities to assume their responsibilities in public services with greater commitment.

During his press conference, the state head explained that this model seeks to reduce costs in works such as paving, through coordinated work in which the state government would provide machinery and materials, while municipalities would cover labor costs.

Armenta emphasized that this strategy would make public spending more efficient, especially given the high cost of executing works, such as street paving, which in some cases reaches multi-million amounts.

Call for municipalities to prioritize the basics

In this context, the governor urged municipal presidents to focus on essential urban maintenance actions, such as cleaning, lighting, and improving access.

"It doesn't cost much to sweep the entrances and exits of your municipalities, fix the lamps, or paint the curbs," he pointed out.

He criticized that some municipalities allocate resources to large-scale projects while neglecting basic services that directly impact the quality of life of the population.

Calls for greater co-responsibility and support for agriculture

Armenta insisted that there must be greater coordination and financial co-responsibility among the different levels of government to avoid the rising cost of works and maximize the use of public resources.

Similarly, he extended the call to municipalities to prioritize support for agriculture within their budgets, recalling that many auxiliary boards, even in the capital, have rural characteristics that require attention.

Finally, he reiterated that governments must be guided by principles of efficiency, transparency, and accountability.

"We have to make the money work: do more with less," he concluded.
