The Congress of Nuevo León has appointed Mónica Oyervides Acosta as the substitute mayor of the municipality of Juárez. This decision comes after the resignation of her husband, former mayor Félix Arratia Cruz. The process was carried out in strict compliance with the law.

The Congress of Nuevo León designated Mónica Marisela Oyervides Acosta as the substitute municipal president of the municipality of Juárez, after the local City Council approved the final leave of absence of former mayor Félix Guadalupe Arratia Cruz, who is presumably joining the State Government. Oyervides Acosta is Arratia's wife. The designation was formalized through the Agreement derived from Legislative File No. 21228/LXXVII, referred as urgent to the Commission on Governance and Internal Organization of the Powers. The opinion endorses the request presented by the Juárez City Council, which informed about the separation of Arratia Cruz from office and the proposal to fill the substitute position. During the presentation of the opinion, Deputy Melisa Peña, a member of the Commission on Governance and Internal Organization, explained that the process strictly adhered to the current legal provisions, respecting the proposal sent by the Juárez council. “This collegiate body accepts that Mrs. Mónica Marisela Oyervides Acosta, current president of the System for the Comprehensive Development of the Family of the municipality of Juárez, Nuevo León, be designated by this sovereignty as the substitute municipal president for the 2024-2027 Administration,” detailed the legislator when reading the considerations of the agreement. Peña highlighted that the decision takes into account the partisan origin of the designation, as established by the Municipal Government Law, and supports the proposal made by the Juárez City Council itself following the departure of the former mayor. Transition Process The background of the opinion indicates that on March 23, the Juárez City Council received Arratia's request for leave. The next day, in an extraordinary session, the City Council unanimously approved granting him the leave and appointing the second councilor, Ramiro Rodríguez González, as the interim head of the executive office. The Juárez City Council formally proposed to the State Congress that Mónica Marisela Oyervides Acosta be the person designated to complete the 2024-2027 constitutional term. “Based on article 60 of the State's Municipal Government Law, it corresponds to the Legislative Power to ratify or appoint the substitute in case of definitive absences. In this sense, the LXXVII Legislature approved the municipal proposal, appointing Oyervides Acosta as the new head of the mayor's office,” read Peña. The agreement will take effect immediately upon its approval and will be sent to the State Executive Branch for publication in the Official State Gazette.
