Mexico Presents Reorganization Strategy to Strengthen Public Auditing

The Superior Audit Office of the Federation (ASF) held a working meeting with the Commissions for the Oversight of the Superior Audit Office and for Transparency and Anti-Corruption of the Chamber of Deputies, presenting an institutional reorganization strategy aimed at strengthening and making the country's audit processes more efficient.

During the meeting, the Auditor of the Superior Audit of the Federation, Aureliano Hernández Palacios, highlighted that this transformation seeks to modernize the audit and strengthen its capacity for response: "What we want is to carry out a much more modern audit, at your service and that which citizenship expects."

Additionally, he presented that, as part of this new stage, a comprehensive institutional re-engineering was proposed, which contemplates adjustments to the internal structure, reduction of bureaucratic burdens, and an operational reorganization to achieve more agile and effective processes.

Aureliano Hernández explained that the presented work plan includes key actions such as salary restructuring with salary homologation, reduction in middle and upper management, and strengthening of operational technical teams, with the objective of eliminating internal inequalities and making the use of resources more efficient.

"We are not asking for more resources or more bureaucracy, we are asking you to accompany us to achieve greater coordination and streamline our work to achieve better results," the auditor stated.

Main actions of the work plan:

  • Internal and salary restructuring to optimize resources, homologate salaries, and strengthen technical areas.
  • Transition to specialized audits and creation of strategic units such as citizen attention and audit intelligence.
  • Strengthening of auditing through greater coverage, use of technology, and improvement in the follow-up of public expenditure.

In response to the proposals from deputies and congresswomen, the Auditor General highlighted that one of the main axes will be the use of data intelligence and technological tools to detect irregularities, particularly in cases of cost overruns and diversion of resources.

He also emphasized the importance of evolving the audit approach towards a more effective measurement of public expenditure performance, through the construction of more precise indicators and the accompaniment of different sectors.

Another relevant point is the transformation of audit processes towards more agile and digital schemes, reducing discretion and strengthening institutional integrity.

During the meeting, several deputies and congresswomen presented proposals on superior auditing and the functioning of the ASF.
