Approval of 'Plan B' in Mexico: Analysis of its Impact on Querétaro

President of the Electoral Institute of Querétaro, Grisel Muñiz, commented on the approval of 'Plan B' in the Chamber of Deputies, noting its potentially limited impact on the state. Meanwhile, local congressmen welcomed the reform as a step towards optimizing public spending and called for constant monitoring of the use of budgetary funds.


Approval of 'Plan B' in Mexico: Analysis of its Impact on Querétaro

After the approval of the so-called “Plan B” in the Chamber of Deputies, Grisel Muñiz, president of the Electoral Institute of the State of Querétaro, highlighted that it could have a limited impact in Querétaro, although she specified that it cannot be determined with precision until the final text is known after the entire legislative process is concluded, including its approval in the federal entities. “What we see is that there could be some adjustments, but we would have to count on the final text to not anticipate and speculate on the matter”. Nevertheless, she asserted that, for now, no impacts are foreseen in the electoral body in its functioning, structure, or operability, although she emphasized that they will remain attentive to the responsible use of public spending under the criteria of austerity. Meanwhile, in the local Congress, deputies celebrated that with this reform, the reduction of expenses is sought, and even called for a constant review of the use of public resources in the entity. Paul Ospital, local deputy from Movimiento Ciudadano, specified that this reform ceased to be electoral to become a fiscal reform, with which savings are projected, to obtain resources in the face of the increase in federal public spending, on infrastructure works and social programs. “What they are achieving is a significant saving in the public treasury, that is why Movimiento Ciudadano accompanied the initiative, because it has to do with prioritizing spending in the state congresses, in some municipalities of the country that have an excess in the salary of the councilors, the mayors, or that have too many councilors as is the case of 56 municipalities of this country, and where I think that substantial savings can be made, particularly only with this reform, almost 5 billion pesos a year”. He stressed that the optimization of public resources is a constant task, therefore, he appealed to the state not to stay out of this national discussion, since he said there are no excuses for not discussing it, since Morena has the presidency of the Board of Directors and the Constitutional Points Commission. Similarly, the deputy from the Labor Party, Claudia Díaz, estimated that in a short time the necessary majority of local congresses will be achieved, however, and despite the fact that it has been pointed out that the local Congress complies with the guidelines of the reform and does not present budgetary excesses, she emphasized that there is always an opportunity to deepen in austerity measures. She recalled that a national example could be given by reducing legislative spending even further, including the evaluation of prerogatives, benefits, and additional expenses associated with the deputies.
