New Initiative to Protect Children in Mexico City

The Morena deputy in the Congress of Mexico City, Leonor Gómez Otegui, presented an initiative for people who work with children and adolescents to prove that they do not have convictions for sexual offenses. The proposal seeks to implement a Certificate of No Registration as a Sexual Offender, with the aim of preventing sexual violence and ensuring a safe environment for minors, thereby protecting their rights.

According to Gómez Otegui, this certificate would be free and personal, issued by the Undersecretary of the Penitentiary System, ensuring the confidentiality of the applicants' data. To carry out this measure, it is planned to reform the Education Law, the Law on the Rights of Girls, Boys, and Adolescents, and the Law on Women's Access to a Life Free of Violence in Mexico City.

During her intervention before the Congress plenary, the deputy recalled recent cases of sexual assaults on minors, such as that of a Physical Education teacher at a secondary school in the Gustavo A. Madero borough and that of a student allegedly abused by a librarian at Secondary School No. 28, Dr. Manuel Barranco, in the Cuauhtémoc borough.

Leonor Gómez Otegui also mentioned that in March 2020 the Public Registry of Sexual Offenders was implemented in Mexico City as a preventive measure against gender-based violence. Although the Supreme Court declared the publicity of this registry unconstitutional in 2023, the Registry of Sexual Offenders remains in effect for private consultations among institutions and authorities investigating such crimes.
