Electoral Reform for Voting by Mexicans Abroad

The Mexican Senate proposes a vote to facilitate voting for residents abroad. However, it is warned that the test may not have legal effects. Politicians are discussing its viability and voting rights.

Electoral Reform for Voting by Mexicans Abroad

The president of the upper house stated that there is a proposal to hold an open vote for all people wanting to vote from abroad, with the intention of moving towards an electoral reform that makes this voting modality effective. Specifically, it was mentioned that the judicial election will also serve as a test to eliminate obstacles to voting from abroad and simplify it in future reforms.

According to the fifth transitory provision of the call for the election, the INE must carry out a simultaneous exercise for residents in Mexico and abroad, through a statistical sample and digital devices, without legal consequences. This process aims to evaluate the feasibility of facilitating voting from abroad, considering that current procedures are often complex and not accessible.

However, some members of the Commission for the Vote of Mexicans Living Abroad of the INE have pointed out that this trial could complicate the implementation of future electoral reforms if a second parallel election is carried out. Some believe this could be a regression in terms of rights, as the voting of compatriots is usually done in person, by mail, or electronically, and should not be considered as a pilot test.

On the other hand, representatives of the Mexican community abroad have expressed their interest in participating in the election, although they prefer to do so in the traditional manner to ensure their vote is counted. Some have mentioned the possibility of challenging the call if they consider their rights are being limited.

In light of these differing opinions, a debate has arisen over whether this initiative is simply a test or if it can be interpreted as a limitation on the voting rights of compatriots abroad.
