Controversy Over INE Leadership Appointments

A group of advisors from the National Electoral Institute (INE) plans to present a constitutional controversy against the recent reform that grants Guadalupe Taddei Zavala, president of the Institute's General Council, the authority to make unilateral appointments in executive directions and technical units. This reform was promoted by Morena and its allied parties in Congress.

The counselors Dania Ravel, Claudia Zavala, Carla Humphrey, Martín Faz, Jaime Rivera, and Arturo Castillo have promoted a draft agreement to carry out this legal action. The lawsuit is expected to be filed with the Supreme Court of Justice of the Nation no later than November 19.

The amendment to Article 45 of the Law on Electoral Institutions and Procedures allows Taddei Zavala to appoint members of the executive directions and technical units individually, whereas previously this responsibility lay with the INE's General Council. Furthermore, the General Executive Board was granted the authority to approve the administrative activities of electoral processes.

The counselors promoting the controversy have expressed their concern, arguing that this modification undermines the collegiality of the INE and encourages anti-democratic practices. They also request the suspension of the application of this new authority through the Court.

Guadalupe Taddei has not confirmed whether she will exercise this new attribution or not, but she has assured that collegiality in the institute will remain intact. Counselor Carla Humphrey previously warned about the risks of this reform, indicating that instead of solving institutional problems, it could exacerbate them.
