
Петролеос Мексиканос (Pemex) был instructed by the National Institute of Transparency, Access to Information and Protection of Personal Data (INAI) to reveal the amount of fuel sent to Cuba during the presidency of Андрес Мануэль Лопес Обрадор, as well as to make transparent the shipments made during the first month of Claudia Шейнбаум Пардо's administration.
According to INAI, the request for this information came from a citizen, and Pemex responded, claiming that it had no record of the requested data in its files. The specific request included details such as the amount of fuel, its commercial value, shipment and receipt dates, information about the persons responsible for the shipments, budget item, commercial conditions, and amounts.
Despite the request referencing statements made by President Лопес Обрадор about the shipments, Pemex stated that it does not consider the possibility of benefiting countries, entities, companies, or foreign institutions with donations of petroleum or fuel products, and therefore did not find the required documentation.
After receiving the citizen's complaint regarding Pemex's refusal to provide the information, the president commissioner of INAI, Адриан Алькала Мендез, examined the case and determined that, according to regulations, countries or foreign organizations can be recipients of donations in cases that benefit Pemex or in humanitarian aid situations framed in international agreements.
The INAI Full Committee unanimously revoked Pemex's response and requested that a thorough and detailed search be conducted in all competent areas of the company to provide the requested information to the applicant.
