CNDH Calls for Action After Patient's Death in Chilpancingo

The National Commission of Human Rights (CNDH) issued Recommendation 3/2025 to the Institute of Security and Social Services of State Workers (ISSSTE). This measure was taken after violations of human rights of a patient at the ISSSTE Hospital Clinic in Chilpancingo, Guerrero, were proven, resulting in their death due to omissions in medical care.

According to the investigation conducted by the CNDH, the patient, who suffered from diabetes, was admitted to the clinic on January 13, 2024, with various health complications. However, they did not receive the necessary dialysis treatment due to the lack of necessary conditions and equipment at the clinic. This omission caused a deterioration of their health condition and ultimately led to their death.

The CNDH determined that the clinic failed to address the patient's blood pressure and generalized edema, as well as to resume renal replacement therapy and initiate peritoneal dialysis. Moreover, it was found that the patient's medical file was incomplete, which violated the right to access health information of three indirect victims.

In response to these violations, the CNDH requested that ISSSTE fully compensate for the damage caused, provide the corresponding compensation, and offer free and accessible psychological and/or thanatological care to the indirect victims. ISSSTE was also urged to implement a human rights specialization program for the emergency staff at the clinic in Chilpancingo to prevent similar situations.

Additionally, health personnel were asked to exhaust all necessary measures to obtain an accurate diagnosis, in accordance with national and international legislation. It was also requested to designate a public official to follow up on compliance with the Recommendation in question.
