Military Captain Detained for Mayor's Murder in Chilpancingo

The Mexican Army distanced itself from Germán Reyes, a former military captain detained for the murder of Chilpancingo's mayor, Alejandro Arcos. Reyes had served in security posts before his arrest.

The National Defense Secretariat (Sedena) issued a statement to dissociate itself from Germán Reyes, detained for the murder of Alejandro Arcos, the mayor of Chilpancingo who was decapitated six days after taking office. Reyes, a retired Military Justice captain, was serving as the head of the security office in Chilpancingo. The Army indicated that once Reyes retired from the Army, he did not have the endorsement given to other commanders in public security positions.

"The armed forces did not give him the 'endorsement' that is given to other commanders who hold positions in public security," clarified Sedena. It was reported that Reyes is a retired military man, voluntarily requesting his discharge from active service on September 16, 2017. The statement mentioned that the opinion of the National Defense Secretariat was not required for his designation in the Chilpancingo Public Security Secretariat, as is usually done with similar positions in other agencies.

The selection procedure for military personnel for public positions includes a detailed analysis of their conduct and performance during active service, as well as trust control exams. Despite this process, Reyes' results were not considered for his designation in the Public Security Secretariat, where he was later implicated for his probable responsibility in the murder of Alejandro Arcos.

Germán Reyes had held relevant positions in the Attorney General's Office of the state of Guerrero before being appointed as the head of the Chilpancingo Public Security Secretariat by Mayor Arcos. An arrest warrant was issued against him for illicit exercise of public service and delegation of justice, but its execution is suspended due to an amparo.
