The Public Health Commission of the Congress of Guanajuato set March 12 as the date for the analysis of two reform initiatives to the state Health Law regarding the legal interruption of pregnancy. However, the discussion has generated controversy due to the exclusion of civil society organizations from the debate.
The first initiative aims to ensure that the State guarantees the provision of sexual and reproductive health services, including the legal interruption of pregnancy. It proposes to grant the Ministry of Health the authority to plan and supervise these actions. Meanwhile, the second initiative proposes that the Ministry of Health has the obligation to provide these services in the entity, without specifying additional implementation mechanisms.
During the session, deputy Noemí Márquez Márquez proposed the inclusion of public institutions and civil society organizations in the working group, even if they had not submitted prior comments. This request was dismissed, generating criticism over the lack of openness on a topic of high social and political impact.
Deputy Antonio Chaurand Sorzano, who proposed the date for analysis, assured that the debate will continue according to the methodology established by the Public Health Commission. On the other hand, legislator Angélica Casillas Martínez requested a comparison of the observations made on the initiatives to have structured information. The debate continues to polarize opinions, and it is expected that the Congress of Guanajuato will make a decision on these reproductive health reforms in the session scheduled for March 12.
