The Congress of Nuevo León seeks to make the appointment of the head of Water and Drainage a legislative competence to better represent citizens in this vital public service.

The State Congress is in dispute with the Executive over issues such as the Financial Intelligence and Economy Unit (UIFE), and is currently also seeking to take charge of the designation of a future Specialized Prosecutor's Office for Femicide. The coordinator of the PAN deputies, Carlos de la Fuente Flores, has presented a reform initiative for the Legislative Power to approve the appointment of the head of Water and Drainage, no longer being a state responsibility.

According to de la Fuente Flores, water is a constitutional right of citizens and the services of Water and Drainage directly benefit the municipalities, so it is essential that this designation responds to the interests of the citizens, who are represented by the local Congress. According to his words, "the citizen representation in the Congress falls on the deputies, who have the responsibility to comply with what is stipulated in Article 63 of the Local Constitution. Therefore, we consider it crucial that, since water is a constitutional right in addition to being a public service under the responsibility of municipalities, this Legislative Power endorses the Head of Water and Drainage of Monterrey in the designation made by the State Executive."

The deputy emphasized that the right to water and its characterization as a public service are constitutionally recognized for municipalities, so he believes that the citizenry is represented in Congress, and that is why he insists that the validation of the head of water and drainage must be the responsibility of this state body, at the proposal of the Executive.
