15-Year-Old Teen Charged with Double Feminicide in Michoacán

The Attorney General's Office of Michoacán has charged and detained a 15-year-old for the murder of two teachers. The case has led to proposals to amend laws on punishments for minors.

The Attorney General's Office of Michoacán has obtained a formal charge and ordered the preventive detention of 15-year-old Osmar 'N', who is allegedly responsible for the femicide of two teachers at the school he attended. During the continuation of the hearing, the specialized judicial body for adolescent justice assessed the evidence presented by the Specialized Prosecutor's Office, which allowed them to establish the probable participation of the accused in the aforementioned crime. Therefore, it resolved to formally charge him and determined to impose preventive detention as a precautionary measure, in addition to setting a one-month deadline for the completion of the complementary investigation. Regarding these events, on the morning of March 24th, Osmar N. arrived at the high school where he studied, carrying a guitar case from which he took a firearm with which he allegedly shot María Del Rosario S. and Tatiana B., who died at the scene. Following the attack, the teenager was apprehended by police elements, who placed him at the disposal of the Public Ministry agent of the FGE. The state prosecutor's office stated that it continues to carry out investigative acts aimed at fully clarifying the facts, ensuring access to justice for the victims, as well as respecting due process. The case of Osmar 'N' prompted the government of Alfredo Ramírez Bedolla to make changes to the reforms in the State Penal Code regarding sanctions against minors. In this same vein, Ramírez Bedolla added that the issue is being addressed together with the Attorney General of the entity, Carlos Torres Piña. The proposal will be for special cases, such as the one that occurred in a preparatory school in Lázaro Cárdenas. Michoacán proposes severe punishments for minors. At a press conference, the state governor said that when there is cruelty, premeditation, and malice, a special treatment should be given to the sanction against a minor. In particular, the Michoacán governor referred to serious crimes such as homicide and aggravated kidnapping, among others that may have similar elements. Later, Ramírez Bedolla said that the eventual amendments to the Penal Code of Michoacán are being drafted responsibly because it is a serious issue that should not be approached lightly. Before the media representatives, the state governor declared that the last word will belong to the Congress of Michoacán to approve or disapprove the initiative that will be sent in the coming weeks.
